Definition:: "Inclusive education is conceptualized as education that is not only non discriminatory in terms of access, but also takes into account special needs of every individual learner. In Bhutan, the vision of inclusive education would be an education system that is accessible to all children, regardless of gender, socio-economic background, religion, ethnic, culture or physical or mental condition. The quality of education accessed should be of equal standard for all through the provision of equal facilities and where required, special facilities and resources to level the playing field and enhance the advantage of those who are disadvantaged by circumstances."
